Electrician Ripon, Part P of the Building Regulations  - Explanation:

Many of Newton Electrical Contractors customers and businesses in the UK are asking , “Does the Electrical Safety Part P of the Building Regulations apply to me”? If you carry out or are involved with electrical installation work in dwellings situated within England and Wales, the answer to this question is  “Yes”. To avoid the complication and consequential costs of using Building Control to authorise and inspect your completed work, we recommend you read on: 

Electricians Introduction to Part P:

The Government introduce legislation in July 2003, to amend the Building Regulations to include electrical safety in dwellings, and Part P of the Building Regulations was published in July 2004.

This provided statutory improved support to BS 7671, The IEE Wiring Regulations, and will take the form of introducing Approved Document P of the Building Regulations in relation to fixed electrical installations in dwellings in England and Wales.

This introduces a new statutory regulation and all fixed electrical installations in dwellings will become a controlled service as defined by the Building Regulations 2000. In general terms, from 1st January 2005, anyone carrying out fixed electrical installation work in a dwelling must comply with Part P, and all such work will need to be notified to the local Building Control body before work starts, unless one of the following is true:

  • The proposed work is to be undertaken by an Approved Competent Person (an individual or a company authorised to self-certify compliance on completion of the work to the relevant planning office.
  • The proposed work is of a minor nature (more specific guidance given further in this information).

The Office of the Deputy Prime Minister’s current criteria dictates that assessments should be carried out as required by the Electro Technical Assessment Scheme (EAS) and that each scheme and certifying body should be accredited by UKAS to EN 45011. All NICEIC Approved Contractors fall into this category. The EAS scheme is published by the Institution of Engineering Technology (IET formally known as the IEE) and may be downloaded free from the (IEE) website; http://www.theiet.org/.

Competent Person Schemes':

Newton Electrical Contractors in joining the NICEIC Part P Competent Person scheme fully demonstrated their competence during a full assessment carried out every year by an NICEIC External Electrical Engineer of any two jobs carried out in that year.

Building Regulations:

Other Building Regulations that have to be applied when carrying out electrical installations are not restricted just to Part P. Such requirements include, but are not limited to:

Part A (Structure) – depth of Channels in the material of the building and the size of holes in joists or structural areas.

Part B (Fire Safety) – fire retarding effects of ceilings and walls (fire walls) including the provision of fire alarms and detection systems.

Part C (Site Preparation and Resistance to External Influences) – the index of protection (IP) of openings or penetrations for cables through external walls to protect the installation against dust and moisture.

Part E (Resistance to the Passage of Noise) – penetrations through ceilings and walls.

Part F (Ventilation) – extraction rates for ventilated areas within a dwelling.

Part L (Conservation of Fuel and Power) – advising customers on energy efficient lighting, effective power saving automatic controls.

Part M (Access to and use of Buildings) – Disabled access statutory heights of switches andsocket outlets, etc.

Part P (Electrical Safety) – fixed electrical installations in dwellings, as covered.

Important Note: Failure to comply with the Building Regulations is a criminal offence and local authorities have the power to require the full removal or alteration of completed work that does not comply with these requirements. Any person carrying out electrical installation work that contravenes the Building Regulations can be fined up to £5,000 for the contravention, and for each day the contravention continues. Homeowners may also encounter problems when selling their property if the electrical work carried out does not comply with the Building Regulations and is ultimately responsible for ensuring that all electrical work, complies with the Building Regulations.
